My boat was lighter because my wallet was lighter, which increased my speed...so yes it does work.

IF its what drag racers put on the bottom of theirs its not snake oil. But, if your boat is heavy it might not have much of an effect. Not a noticeable one anyway.
I did the bottom of my 20i several years ago with Hull Speed Smart Armor and was very happy with the results. I was not looking for MPH I was trying to clean up the scratches on the hull and there were several. I applied it as per directions with a roller and applied 3 coats, you could not scratch the hull if you tried after that. It did have a slight texture that sounded awful when you slid over a stump but I'd did not leave any marks. My top speed did not change nor did the handling, my boat would run 75 all day long loaded but that was because of Croxton prop work.
There are several pros that use it and swear by it
Randy Howell says it gives him a 3-4 mph boost and a 10-12 % better fuel economy

Draw back is cost and the fact it has to be repeated about in 1-2 years

I used it as a restoration coating rather than to gain speed. The product was easy to apply and I would use it again to restore a hull if required. I did not see any speed gains or have any negative steering effects. I do not buy 3-4mph or fuel savings in most bass boat applications with 250hp motors or less.
