Would run good with a 10" Rapid Jack plate and 25" or 27" Tempest if you have low water pickup nosecone.

Ran a 200 Merc 2.5 EFI on the same hull with the 27 Tempest and got 83 mph GPS. Only mods to the motor were Bobs low water pickup nosecone, Boysen reeds and Merc h.p. exhaust tuner. This as with 2 people 1/2 tank of fuel and fishing gear.

25 Tempest plus or 25P trophy plus would be a start.

Sounds like the motor may be too high to me. Or your prop has been poorly repaired in the past.
