No way in hell would someone take the risk of cheating with a 4lber & a 2lber at Falls. Those fish won’t do a damn thing at weigh in on that lake. And I highly doubt they would tie the to the dock with a yellow rope if they did plan to cheat. My money is on some dude went fishing before work, caught them and tied them up so he could come back and get them after work.
