    Hole shot blow out

Recently purchased new boat. 04 Tr20 with a 225 pro xs. I put a 4 blade 25p trophy plus on. Prop was blowing out badly on hole shot. I put in all 4 solid PVS plugs. Hole shot improved however still blowing out on tip over and im not getting a good enough bite. I ordered the mercury cavitation ring to help with the blowout thats caused by this small hub prop. My question is do i need to remove a couple plugs or drill them outv a little once i install ring? Or can I leave the solid plugs in? Ive never had to tune a prop for holeshot. Where is a good place to start?

Prop could have been poorly repaired in the past, Motor could be too high on the plate for the load, Could you have the gen2 wingmaster LU? I'm not a fan of using a cav ring as it does restrict the exhaust on a big block.
