Looking at the picture, I'd say your l/u is the culprit. All that roughness on the l/u hub in front of the prop is interrupting the water flow to the prop. Usually the burn is located near or behind the ding. You have burn all over that prop indicating it's turbulence off the l/u creating the problem.
Clean all the paint off the l/u in front of the prop and fill those holes with bondo, sand it smooth and paint. I'll bet your problem will be solved.
