With the trolling motor on high, continuous take the back off the male (motor) side of the trolling motor plug. With it plugged in check between the two big wires that go to the T/M. you should have approximately 24 volts.
Before you start, check all the screws inside the plug shell for tightness.
Anyway you have a picture? I think I know what you are saying.
dont have a picture and depending on the type plug you have, but basically the voltage has to be checked with the motor plugged in and set to constant. You can check the powerwires where you can get access. If you have a plug with the back that screws on/off, you can take that loose, plug the trolling motor in and use the screw terminals to take the voltage readings from. If you have a "molded" plug with pigtails, then run the voltmeter probe under the butt splices.

What John said, except if you have the molded two wire connector, those are not very reliable in the long run.
Purchased a volt meter and load tester last night from harbor freight and home to check things out this evening or tomorrow.

Tested batteries this evening with load tester and volt meter. How do these numbers look without and with charger? Was not confident in checker at trolling motor at console. I did look and I have a four prong plug. Does that mean anything about how batteries should be connected?
Cranking battery 12.5 and with charger plugged in 12.8
Trolling battery #1 12.7 and with charger plugged in 13.1
Trolling battery #2 12.7 and with charger plugged in 13.0
Trolling batteries in tested together in series 25.5 and with charger plugged in 26.2
Batts look good BUT turn the T/M on and check AT the back of the plug going to the T/M while it's on.
Just check the two big leads. That's all I got to say.
Fished for 4+ hours. Here are the readings. How is this happening?
All 3 ac delco batteries green eye and volt meter reading 12.5. Plugged in charger and immediately says all charged. Did reading with charger on and all read between 13.0-13.2
Voltage values in your readings appear normal now that you revised numbers in original post.
Only thing is it seems your green eye indicators and your charger like some others announces the batteries as being all charged though they need and still are accepting significant recharge currents. Just keep them charging 24/7 to truly keep them topped off fully.
just checked this morning and all three read 12.6 with and without charger plugged in. Going to check in about an hour with unplugged. going to check again in about an hour with unplugged
Now all at 12.7 with and without charger plugged in. Must have still be charging even when it says charged. Wonder if thats part of the staging of the charger?

Sounds like you had no power problems on the water in your first post, the only issue was it didn't look like it was pulling from both batteries when you charged it, but if that was true, the TM would have had no power.
There may be nothing wrong.
Went Saturday and seemed to be fine except it seems like the charger is taking longer than it should.
