A diamond wheel on a dremel works fine.

Oscillating Multi-Tool is the best for cutting fiberglass by far. Anything rotary will get dust in areas you didn't know could have dust. With the Oscillating Multi-Tool with a bimetal blade the dust falls straight down and the cut is clean enough you don't even have to tape the cut. I was amazed the first time I used one.

Fine tooth blade on a jig saw made a clean cut when I installed a recessed foot pedal tray.

Hole saw, chances are you won't have a shit load of room for a jig saw. Put down a couple of layers of tape, find your center and drill away.

If you need a round hole yes, but drill away in reverse.

Not really, That's where the tape comes in. Been doing it for 30 years.

Then your hole saw is dull. A brand new sharp saw will catch and chip the gelcoat in a second, even with tape. I actually run the saw in reverse all the way through. The entry into the fiberglass is also considerably more controllable in reverse.
