I ordered a new base from a 2015 skeeter boat. It's much beefier with a wider plate and 4 , 1/4 20 bolts instead of those small bolts that come loose all the time. The base will slide into the hole in the deck perfectly. Just need to use a pencile grinder to open the the spaces between those holes underneath as seen in your first pic so you can tighten from underneath. Drill 4 new holes for your bigger bolts and your good to go. Send me your cell # and I will text pics in the morning. They should have been using this upgraded base years ago.
