Any rod in the 6'8"-7'0" range that's a medium-heavy, fast. Some of the better brands, Dobyns fury, Abu Garcia Veritas, Duckett Ghost, Falcon Bucoo, etc..
Under $200, I would consider a G. Loomis E6X
For $20 more get a Carbonlite 2.0. These rods are awesome. I know BassPro gets knocked quite a bit on here, but these rods are the real deal. I used to own $160 Crucials with Shimano...used to... They're not even in the same league as the Carbonlites IMHO. Not sponsored, just really like these rods. I also had a Duckett Micro Magic at one point to. The Carbonlite felt lighter, better balanced and again way more sensitive. You don't have to buy one if you don't want to, but I encourage you to pick one up, just once, and tell me I'm wrong ;)
Length and Action really depends what you want to do with it. But a 7' M/H can do a lot. I use 7'6" rods exclusively for most everything. I have the odd shorter rod but for specialty stuff only.
BPS spring sale starts this weekend just go pick up a few under $100
Berkley Lightning rods, and shock. Series One will also fall around $100. Some of the best value for rods.
The new carbon lite's are very nice.

You also can't go wrong with a Dobyns Fury. Have several of those and they're great rods. I do find the Tatula might be a bit more sensitive for bottom contact baits tho.
I have 3 mh carbonlites in my fleet and all are excellent. Lews tp1 is awesome too. I think they're around $100 at Academy.
