Merc 225x Promax Water Outflow Extremely Hot

My buddy has a 94 Gambler with a 2004 Merc 225x Promax. It hasn't hardly been used in 5 years, but starts up and runs great except the water outflow is extremely hot to the touch and could burn your fingers. Is this normal for this engine? Hot Engine temp alarm is not going off, but we noticed it because it was steaming late that evening when the outside temp was 60 degrees. The impeller has not been changed in the last 5 years, but we did swap out the thermostats a week ago and nothing seemed to change. Leaning towards the impeller being the issue, but all the local boat shops are weeks out already. Anybody else have this motor with this issue before? Thanks in advance!
