NY waters "off limits" for bass before opening day??

I know the rules have changed over the years and now you are allowed to fish for bass before opening day BUT certain waters are still off limits for catch and release. What bodies of water are off limits till opening day?

Any water in st Lawrence county, Jefferson county, Hamilton county, and franklin county is off limits until the 3rd Saturday In June. Only exceptions are a few ponds and black lake (Jefferson county) and 4th lake (Hamilton county)

Kingfisher 42, this does include the river unfortunately, but with the water being so cold anyways the spawn doesn’t happen until mid June so it’ll be prime time once it opens.

Black lake is also off limits for targeting bass out of season. Unless they just changed it, pretty sure they haven't.

"targeting" bass next to impossible to prove. Even a ticket if given very easily fought in court, why there rarely issued.
