simple answer is yes they do if you fish like that. A lot of people in Florida do not use traps jerkbaits or crankbaits. I for one do, and catch lots of fish offshore in open water

Hard suspending jerk baits work very well in clean water.
Muddy, not so much. So look at the area's clarity.
And, as noted, crank baits are definitely good to use here.
Silent more than noisy in high pressure areas.
