If you're at 1/5th of a second, it's going to be hard to get a sharp image, regardless of lens...even with VR. The VR doesn't keep the subject from moving, and I would bet it's not easy to keep that little girl completely still, even for 1/5th of a second.
You might try a couple of different things: Get one of the soft diffusers that fit over the flash head, or take a white index card (or any other white card that fits) and rubber band it so that the card is sticking up above the flash lens when it's in the straight up (bouncing off the ceiling) position. If the ceiling is white, it will bounce nicely from the ceiling, and the card will provide fill to keep shadows under the nose down to a minimum.
