Why does the tempest plus line, there is such a variance in cup heights? Some seem to have very little while others have a lot? For example the 23 and 25 have very little, the 21 and 24 have a ton?

I've been told that Mercury uses additional cup to increase pitch one inch. So they make,say a 21" and then add cup to make it a 22" without actually making a 22".
