    Throttle comes up

I have a Mercury 3000 throttle control for my 1989 Mercury 150 XR4. I throttle down with no issues, begin running and once I trim it to the sweet spot I let go of the throttle and it begins to slowly rise back up. This of course causes the boat to start slowing down. Could it be the cable is a little to short? Or is it something I am completely missing?
