How high should my hitch tongue be when towing a 2007 Puma? I've got a Dodge 2500 and not sure if I got enough of a drop-down hitch.

19-20” is a good ball park.

Level trailer and measure distance to ground. Then you can figure out if you have enough drop. Ideally you want the trailer to be level when on the truck. It will tow different if it’s not
Shoot for 20" on today's trailers as a standard height.
I believe mine is 20 1/2" - 21". Is that going to be a problem?
I couldn't imagine that being a major issue. I've always eyeballed it myself and never had an issue. But getting as close to perfectly level as possible could certainly never hurt. but a 1/2" to 1" isn't going to make a big difference in handling.
No the 1" higher will be great!
Better a little high usually, my trailers don't like to tow when the hitch is low. I have different drops for different trailers.

Here is a trick a trailer shop showed me how to tell where to set your ball height on a tandem, as you raise or lower the tongue watch to see when the flat bottom of the axle equalizer is straight or level .

FWIW, I've been chasing this a while with my 2015 Cougar. I ended up buying an adjustable height receiver and the best by far is 18 1/2" to the top of the ball. Conventional advice says a little higher but after trying nearly all heights, this is the best for me on my 2015 4x4 Suburban.

I imagine you'll need at least a 5in drop. Just comparing to my Yukon with a 5.5in drop. Measure to the bottom of the trailer's tongue.
