Ok, all the items you mentioned check out.
I was revisiting the idle circute setting again and think I might have pinned down the problem.
I just rebuilt the carbs less than one year ago and bought all new bowls because the others were warped. I just noticed that the new ones are already warped bad. Will replace the bowls again.... is there anything I can do to minimiz the warp on the bowls?

Yep it does. Look on any of the online parts places or evinrude.com and check out the diagram of the fuel bracket. That will give you an idea of the fuel bracket

Update:
When I was removing the carbs I noticed that the manifold oring had fallen out of place during installation and a small section had chipped off the plastic manifold. I imagine all these things together attribute to the running problems I've had. I will let you know when I replace everything and see hiw she runs.

Back together, bowls sealed and new manifold on. Started on the muffs and no sneezing runs great. Hope it does well on the water too.

Well sadly there is no change in performance.
•A little sputtering at idle.
•Slight bog at take of.
•Get up on plane and around 3k RPM's (if tach is right) it starts surging still.
•If I hold key in, it runs normal... or at least a heck of alot better (at and above 3k rpm's that is)
Did you ever check those anti-syphon valves that Bass a Holic mentioned?
I did not, only because I thought that the cracked manifold and busted oring was the problem. Will check today.
Well I looked at the elbows at the fuel tank which is where I thought the anti-syphon valves were and found onle 90° elbows... no check valve.
Am I in the wrong spot?
Just a question. Did you remove all carbs? Positive the oring didn't move on reinstallation? Check the cover plate gaskets? I'm no mechanic but have alot of hours looking for same problem. It sounds like a fuel issue still since it straightens out when primed.
