225 HO 2000 trim Issue

The trim motor runs a bit before the motor starts to move. When it its moving sounds bad like low on oil.
I checked the oil level as soon as the plug was lose air come out and oil. So it was full. I checked it per the manual.
Is the pump going bad. What do I check next? The manual I bought on this site said to look in manual 520213 for repairing.
any help would be great what to do next.

To me it sounds like air in the lines. Air compresses much more than oil hense why we use hydraulic and not pneumatic systems. I would think maybe there was air in the system compressing until it reaches the PSI that it can lift the enging.

I also have a 2000 225 HO and as soon as I hit the trim the engine moves.
