I was changing the lower end fluid today and noticed when I took the screws out, the one on the bottom had a nylon washer on it the top one didn't . Should the top one also have a nylon washer on it or doesn't need it thanks in advance

Yes, washers on both, at least on my 2004 150 anyway.

Twitch, check that the washer didn't stick to the gearcase....sometimes they do and you don't notice it.....
Its also a good idea to replace the washers when you change the lube.
On some evinrudes' "older" ones, 1994 vintage top plug (screw) will have an "O" ring,
and bottom plug (screw w/ magnet) will have the white-ish nylon, plastic type washer.
New One
mine is a 91 so I found an o-ring in the cellar that fit and replaced it with that on the top one, the bottom had the nylon so I left that alone looked good

also mine had both nylon washers , like someone stated the top one stuck in the hole I removed and replaced. another question my lower end holds 34oz of fluid according to manual but the fluid only comes in 32oz bottles filled it up with one bottle it didn't come out the top hole so went and bought another bottle then proceeded to fill it the rest of the way might of taken an ounce .Was it really necessary to try and fill right to the top or would it have been ok to run without that extra ounce?????

HPF Pro cost is somewhere around 50 cents an oz. ($.50/oz.) -- the engineers say fill-it 34 ounces ----- follow those instructions --- you'll most likely change the oil once per year, so buying that extra quart (32oz.), will last
14-16yrs, really cheap insurance
and peace of mind knowing you did the job correctly. You have a very nice motor, and boat -- Do you wish to risk damaging the ~$1900 - $2000 lower unit for around $1.00 .... I say No.... FTFM (Follow The Frick'in Manual) You'll sleep easier.....
Changing LU oil once a year may also tell you, that a seal leak has occurred, and needs to be fixed (milky colored oil) Remember there are only two (2) types of seals in the whole world -- those that Leak, and those that are gonna Leak....
