I have that very prop on my boat and it does fine.. but if your getting those numbers out of the 24 why change..

I run a 24 Temest +. 70.5 top end. I tried a 25 Tempest +, but it was straight out of the box and my boat didn’t like it. I’m sure it needs B&B’d, which should help. I have added dual poles since I tried it and not sure what would do with the added weight
I’m turning a 25p on mine. I got more lift and better holeshot. Tops out at 69-70.

I don't understand your reasoning. Prop the motor for the best performance.
On my R boat I run a worked 25 T+ on a 200 Opti (not a Pro XS).
