    am I missing an O ring?

    I have a 2010 Mercury pro XS 1B788247. I'm having trouble with a rough idle and getting on plane. Today I decided to check the tracker valve. Before removing I consulted my service manual. Reading the section about the tracker valve I made note to be careful with the O ring and diaphragm. I removed four screws and lifted cap and spring out of the way. Removed diaphragm to inspect. Looked for O ring and there was not one! Looked if it fell in bottom cowel and found nothing. The diaphragm is brown in color and outer edge seems to act like an O ring. Is this engine supposed to have an O ring?
