Question About MG Tour 109 Foot Pedal and Cables

When I push down the forward/toe half of the pedal, I feel and hear a dragging sound like a cable is dragging on something metallic. No problem pushing down on the heel end of the pedal. In the picture, the upper cable is down in a slot or groove in the bushing. Is this normal or has the cable worn this groove in the bushing?

Not normal, the cable rubbing has worn the end of the cable housing. had these been adjusted properly, it may not have happened -- however, I've seen this several times. They should be adjusted (back off one side and take up slack on the other) till the ends of the cables were close to even.
    Time for new cables.
