2017 25hp E-tec

I bought a 2017 Ranger RT178 with a 25hp E-tec and 4" jack plate and was wondering what speeds guys run and set ups. I bought the boat for a 25hp powerplant lake for winter tourneys so speed is a factor. I do have a SS prop as well. I have ran the motor for 4 hours and only getting 17mph right now with a light load. After the 10 hours of break in will it get better? I have read it puts more oil in durring the first 10 hours is this correct?

Ranger website and a YouTube video say about 21mph or so. That is a lot of boat for a small 25 HP, but I understand horsepower limits on some lakes.

What prop, what engine height, and what rpm?
