un-even wheel height on tandem trailer

2008 Skeeter iclass trailer, back wheel is sitting about an inch and half off the ground when the boat is off the trailer ( just on one side, other side is even) , looks like all the load is on the front wheel with boat on. ????

Its the difference in the tension on the rear springs or they may have an additional leaf to compensate for the addition weight placed on the trailer when the boat is loaded. The rear of the boat is heavier than the front

If torsion, you have a bad axle. If conventional springs look at the equalizer. It can get flipped out of position and make one axle ride high on that side.
If you have integrity, nothing else matters. If you don't have integrity,
    nothing else matters.
