You don't have to go to western Kansas , there is goats all over SE Kansas ..
Cimmaron grasslands around Elkhart will be your best bet. There are lots of WIHA out here.
About any farmer hate them and will let you hunt. My brother been chasing them the last few years
What taly-ho said. The farmer don't care for them and most will let you hunt. Swing in to a local feed store or Coop and ask if they have any recommendations.
Last year when I hunted, The only rule the farmer had was I had to shoot everyone I saw. Ha ha
