Yes, there are plenty of options. Depends on the brand of steering.
200 HP is 200 HP the same no matter if the displacement is 2.5 or 3L.
Steering is a critical system. Why would you EVER want to "cheap out" on a component that can easily kill you and/or others? Sounds like you are talking about SeaStar vs BayStar. Go SeaStar, period.
