When the engine was rigged on the boat, ONE filter should have been present or installed. In many cases, this will be a RACOR style Water Separating Filter, mounted in the boat.

The only filter I have is on the engine. I think I will get the Racor 320R-RAC-01. Would this be a good choice?
That would work, or better yet: 8M0109543 (Mercury kit, which includes the Water-In-Fuel sensor, harness, and instructions).
