2004 175 Johnson carb. lacking power after it gets hot, specifically on the top end.

I have been having issues with this motor as of late with the lack of power and RPMs. I can generally only get 5000 RPMs. Whenever I try to get it over that it loses power and drops back down to around 5000. I am running a 23P tempest prop so I shouldn't be having any problem with getting RPMs. This problem always occurs more when the engine is warmed up. Last summer the thermostats were replaced and that seemed to help a little bit but now the problem is worse than ever. Any thoughts or advice is greatly appreciated.
