I believe what you saw was the Pro Package that was 54,995 last year with 112 Fortrex, Dual Helix 9's and Dual Power Poles. THe 49,995 is the base boat no poles with Lowrance Hooks.

The one on bass website has an 80 pound thrust trolling motor minimal graphs and A 3 bank charger just to name a few things that most will upgrade so it's still going to around 60 before taxes.
If you look at the Phoenix web site it shows the 721 pro package ($56,995) with (2) poles 4 bank charger and 112 trolling motor also includes (2) helix 9's
The base model 721 ($51,995) no poles hook 7 electronics 80 lb. trolling motor. Go to the web site and they have a complete list of what is standard.
