Is this just part of maintenance or do you put a sealer or something on them. Thanks in advance

Shouldnt be the case at all. What kind of boat? You could try some 3m sealer on em.
Put 3m 5200 on em one time

I don't think that is normal either. I have owned several boats and never have had this happen.
Mine kept backing out on the rear of the boat and they wouldn't tighten down so I went to ace hardware and got one size bigger and used 5200 and that was a few years ago and so far so good

i will break off a toothpick in the hole and a sealer on the screws
Some people never have a problem with screws backing out ........... because they never check for it.

Question about tightening these screws, do you have to pull all the insert out of the rub rail or just some of it around the bulged out screws and is it hard to get back in?
I used to used the palm of my hand to smack them back in but found a dead blow rubber mallet is easier. Use a flat head screw driver to get it started out and just keep sliding the screw driver over as you tighten each screw. Follow up a foot or so behind with the dead blow.

I take part of the rub rail off at a time and tighten. I added some 3m 4200 to mine last year. Checked them after a rough day and didn't have any loose ones.

On my skeeter when I had it, I used 4200 on them and they never backed out again, as far as I know...

I had this on my last boat, you could see them pushing out the insert in the rub rail, I would have to tighten them about twice a year until I used 4200 on them and they quit. I don't think it ever hurt anything that I could tell, just annoying till you put a stop to it. It has never happened on my Bullet yet and I have checked.

If they do not tighten you'll have to go to a bigger screw or insert something in the holes to allow them to tighten. If they're loose in the hole it can allow water to enter the hull.
I don't think Bass cat uses this method, screws.
