I've read cinnamon oil. Also vinegar and water 1/2 and 1/2, let sit a few minutes, blot.
After, cover boat and place a bowl of baking soda (or vinegar) next to spot on carpet to absorb the odor.

Cover the boat and let this sucker fly.

Nature's Miracle makes some excellent products - I've used them to eliminate fecal and urine odors, as well as skunk spray smells from hard surfaces (patio, siding, plastics, etc.) and carpet, clothes, towels, etc.

I'd try making a watery paste using toothpaste and let it soak. I wash my hands with it after handling/cleaning fish and it works great when other soaps do nothing. Try a small test area first but it's worth a try and you've already got it.

Try some of the scent elimination sprays that deer hunters use. One time after a club tournament, two fish were left in my livewell unbeknownst to me. Next day I discovered the mess, cleaned the livewells but could not get rid of the fish odor. I finally figured out that the odor was in the carpet that was wrapped around the livewell lids. I sprayed the carpeted edges a couple of times and voila, no more stinky fish smells!
