Nope it is not.
I removed my mine without much trouble. If you do a search you can find some threads that give good instruction on how to go about doing it.
2004 Triton TR-186DC - Mercury 175 Optimax
2004 is a bit different than the earlier models. Our consoles are fiberglassed in to the gunnels. I guess anything is possible but will require some cutting.
