tilt and trim

1994 evinrude 175, tilt cylinder was leaking, replaced the o-ring on the cylinder. replaced fluid while on the bench, reinstalled now trim goes up but releases and goes back down, have followed champions directions but get no air from the release valve, do I need the complete o ring kit or is there something I am missing.
