Let me start by saying I have an 06 PT190 with a 75 fourstroke. My lower unit has a larger ratio than the 115 but you should still be able to turn that 20p everyone is mentioning. With the 75 and a 18p prop, I can hit 37.8mph at 5500rpm.
With that said, there is still something else missing in your motor. You should be running high 40's with that motor on there. And I believe your Max RPM on that motor is the same as mine. You can check as there will be a sticker just below the cowl on the outside of the motor that will provide the serial number and your max RPM.

Sticker say max RPM 6000. Gear ratio I see in the manual is 2.07:1. Can the timing be off? I think I can reach that 6000 rpm with a 13 pitch. Maybe the lower unit was replaced with a lower gear ratio? Is there anyway to determine which make and model lower unit I have?
