Happens around my work area all the time, almost every major intersection has 2-4 begging for money. There is a whole coordinated group, multiple have been caught going from the medians where they beg to nice cars parked around the corner. They tried to ban the begging but it got knocked down. Only change was they are not allowed to approach cars unless the driver initiates.
A lot of that goes on, I would bet.

we have one in my hometown--sits at the wally world lot--with a sign asking for prayers and $$$--my buddy seen the same dude jump into his mercedes--not no cheap mercedes either--horrible people--its just like giving to these 'charities' when the CEO makes like 2.1 million dollars (American Cancer Society)
I sold one a caddy escalade and have posted pictures of the sign he had inside ... I guess it's good work if you can get it

Lexington just started a new program to stop peddlers from bumming. They had a ring going all over town and they'd drive up and trade out shifts in nice cars. The new program is a van that will drive them to a job for the city that will pay them and i may be wrong but from what I understand if they refuse then they call the police to monitor the area and make an arrest.

A guy in one of my college classes was telling our class how he used to do it. He was saying how he still had several friends that would do it. They would make up to $50,000 a year just panhandling.
You can always tell if they are homeless by their shoes...
Of interesting note... they all had jail broken amazon fire sticks.

I would assume that coordinated "beggars" are everywhere. We def have them in my area. I see the same handful of guys/gals begging all throughout the area.
Last year, I was in a McDonalds drive thru line....I saw a guy pull in the lot. He got out of the car, slung a ratty backpack on his back and had a sign in his hand...and walked to the corner to start begging. smh
