They may have put a small hook in the hull to help with the low speed handlin. This would result in a hit on top speed.
300 lbs? What is the basis of comparison? ZX 225 from the previous year?

I see no reason why either a Zx20 or FX 20 with a 250 needs to be slowed down. A really good consistent setup will have that boat in the mid 70s. That's not too fast for either hull. 2007-2011 Zx 225 68-72mph boat, 2012-2014 ZX20 72-76mph boat. Same hull, speed difference represents a 25hp gain.

All boats have a small hook in the hull to help with handling and control. If you develop another hook in the hull after the fact, then it would be a defect.
what does this HOOK look like?
Put a long level on the bottom at the transom going forward. Start at the pad and work out. If you see daylight in the middle you have a hook.
A hook further out can be good for handling and doesnt have an impact on top speed since that part of the hull is out of the water.
A hook on the pad is a speed thief.
Some hooks can be fixed by grinding and filling.
They can be caused at the factory by taking the hull out of the mold before it cures. The end hangs off the dolly and sags. A hook can form later if the transom is not properly supported on the trailer, the transom hangs over the bunks.
