Is there any chance the lower unit could be seizing a little bit?

Time to get the timing light out now Chris. Make a mark on the flywheel with a dab of white out, hook the lead to the #1 plug wire and see where it is degree wise. If you look just above where you installed the roller sleeve you'll see a screw with a lock nut on it. That's your idle timing. In the water or a tub, let the motor get up to temp then check the timing. Each full turn of that screw either in or out changes the timing 1 degree either + of -. Read pages 1-43 to pages 1-51 in the shop manual this is your Link n Sync process.

Ok fred ive never done any timing before. Im gonna use your link up top to get the manual. That screw might have been the one ive messed with to adjust the arm to get that mark in the center of that roller i was missing.

Fred i got the timing light now im just waiting on the piston stop to come in to do this. Any tips or just follow the manual? And also i got 2 more question for you.
    The manual says this.
Adjust the throttle arm stop screw ~ until there is a
0.005 in. (0,13 mm) clearance between cam follower @ and
    throttle cam <D.
My question is how will there be a gap. I thought that it just sits up against it. The roller does need to be centered on the mark correct? 1 more. How do you know when the carbs are fully open? Is it when the plates open and straight parallel? Or a little past that, before they get extended out where the linkage stays in place. Thanks fred. Ill will report back once i do the timing

They should sit straight parallel when fully open. .005" is nothing, what they want is no contact with the roller and the cam follower sot the carbs are fully closed.

When i adjust the throttle arm stop screw it doesnt move the roller off the arm it just puts it in a different spot down the arm

Ok fred i got the timing light. The light has a 60 degree advance dial. Am i suppose to set the light @18 degrees on the light or put it a 0 degrees on the dial. Ive never used a timing light before. The way i understand it is warmed up @ 5000 rpm it should be 18 degrees btdc.

That is wide open throttle timing. You want to adjust idle timing that is 4*ATDC at 950 rpm. Set the dial to 4 and run the motor the mark should be a 0 on the timing pointer. You then adjust the screw with the lock nut on it one turn CCW or one full turn CW will advance or decrease timing by 1 *.

Ok i think i understand what your saying now. With the timing light set at 4 it should be @0 on the flywheel. On the wide open throttle timing one if i have the light set at 18 then when its basicly warmed up and 4500-5000 rpms it should be hitting 0 again correct? I dont have a test wheel or anything so the wide open one i might try that joe reeves way so i dont kill myself back there. The idle one fred where it needs to be @4 degrees atdc at 950 to set that one it should be in neutral with a prop or without the prop. I know that in forward it needs to be @2 degrees at 650 correct. Sorry for all these stupid questions. When i did the piston stop tool the tdc was off 1 notch. So im getting there

I doubt your WOT timing is off Chris. It is rare for me to see one that is off. That is correct on you idle question but you can do it with the prop on just have the lower unit submerged to have back pressure on the exhaust. I myself have never used the Joe Reeves method and I've heard mixed results on doing it that way.

Ok fred I screw down in in the screw with a rubber stop on it thinking that was the one for the timing 1 degree in or out. So I did adjust the front screw to get the timing at zero mark on 4 degrees but I've got that screw with the rubber stop now messed up

That is the wide open throttle stop. Hopefully you counted the turns you made and return it to that spot.
