Couldn't he have made the returns turn up inside the outer plates or use machined blocks to attach the bottom plate with countersunk screws into the outer plate to match the rest of the work would sure look a lot better.

Steve doesn't build the top and bottom plates, they come from Mike Hill at Unique Boat Products.
I believe the reason the tabs wrap around to the outside is because the plate needs the extra support as the water pushes up against it when shutting down
