Question need help 40 hp 2 stroke 2003

i recently purchased a fisher aluminum boat with a 40 hp merc 2 stroke took to water motor starts and run good until you get to about 4500 rpms then starts to miss real bad had to merc dealer installed new rev limiter still does same carried to second dealer he also said the rev limiter bad he installed a second limiter boat still does same carried it back he took it to water and by passed limiter the motor ran 6000 rpms no miss he thinks the second limiter is bad. i ask him if could be something else causing the limiter not to work. he said he checked wiring diagram everything seemed to be wired correct.has anyone else had a problem like this or does anyone have any suggestions on what to do.it just doesn't seem that 2 new limiters would be bad from factory
