Anti-seize on the threads but never grease on the end.

Dielectric grease is used on spark plug boots to keep them from sticking to the plugs. It is by definition an insulator, so it shouldn't be on the conductors of an electrical circuit.

As previously mentioned dialect grease is good to go on the end of the plug where the boot snaps onto. This helps prevent the boot from sticking. I also like to use it on my trolling motor and cranking battery connections. It helps prevent corrosion on the post/battery cable ends.

Steel plugs in aluminum threads. Anitseize is a must. A little goes a long long way. Im pretty sure the die electric grease is to help seal the boot from moisture not stop sticking of the boot even though I guess it does that too.

The sealing is secondary to the prevention of sticking, but it does both.
