They cut it to allow air to the motor.

Yes.
That's a Factory modification.
That is not the quality that I would expect from Mercury. All those small pieces of plastic are going right down in your motor
Won't hurt anything....no big deal.
The cover is cut out before it is installed on the engine on the assembly line , non plastic shaving get in the engine just the floor at the factory. and that is the port side of the engine
The hole is normal, the wireloom going in through the lower cowl is not normal. It looks like the trim motor might have been replaced and the tech couldn't get the wires back through the rubber grommet in the lower cowl? It should go through the same hole as the wire pictured to the right.
