Last time I had it out, ran fine, going again Sunday, will give an update
ok we went fishing Sunday, July 2, did the surging again, but I towed a buddy of mine back in, his lower unit went out on his Bass cat, other than that , the fishing was terrible and the boat ran good
Dropped my boat off today to have it checked out again, will post when I get it back

Update, I think we FINALLY solved the problem, replaced the squeeze bulb on the fuel line, two trips out and no problems!!
That's awesome! Hope that's it! Not a big money fix either!
