have a 91 Javelin 389, when gassing up fuel comes out of vent and down the side of the hull at about 3/4 tank and I cannot fill it up.

My guess is that your truck is sitting taller than your boat and your hitch doesn't have enough drop. This causing the front of the boat to sit higher than the rear (where the gas tank is located)
Also, the design of the tank and hull have a natural "decline" My 20 gallon will only hold 17.5 gallons before "filling up"
