    1.5L Opti shifting

I have an 05' 1.5L Optimax - boat has sat for 2 years and I am getting it ready to go back out. Sitting in the garage without engine running the shifter will go all the way to forward but will not go into reverse - moves about an inch out of neutral then solid.
I am going to pull the lower unit to replace water pump but not sure if it is normal or if I have a new problem.

Your not supposed to move the shifter unless the engine is running ... It want go into reverse unless the prop is rotating

A lot of people (me too) shift into forward before trailering to keep the prop from turning. Is that a No No?
