I've never had a problem at either of those ramps in the daytime. But I wouldn't be too sure about them late at night.
White Oak creek ramp is patrolled regularly and is safe at night.

Both are fine
No problem with either, More traffic at Thomas Mill, Old Creek Town is also a good one.
HAve launched numerous times out of Thomas Mill with no problems.
I have launched out of cheynehatchee and barbour creek multiple times also with no problems.
As stated, both are fine. You might try Highland Park ramp if you're fishing the south end. Excellent ramp and close to the dam.
