I don't know TN law but do you have to have a PFD on when operating a boat? If so, who would be responsible if they both show up to the ramp for the test drive and the owner has no life vests available? Or is it the responsibility of the purchaser to make sure he has a vest with him in case the owner doesn't?
Yes on the PFD when the big motor is running. I would say it's the drivers responsibility, he started the engine and drove off. Wasn't forced to drive the boat without one.
