    I have (occasional) access to a lathe... and a bridgeport and other shop items. Unfortunately not mine, and not sitting in my own shop. I'm like you and mostly use hand tools. Although I've found I can "machine" some pretty good projects using a router table and various endmills, a drill press, bandsaw and jigsaw.

    Came up with another single-hole bushing concept - this one is very easy to make using inexpensive PVC fittings that cost about 80 cents.
    A 1/2" threaded male adapter and a 1/2" threaded cap.

    Cut down the adapter, and drill a 3/8" hole in the cap.

    A little sanding to smooth off the adapter...

    Voila! Mini PVC Bushing and retaining nut. Could be painted with Krylon plastic paint.

    Assembly, with bungee cord and 1/2 od x 3/8 id polyethylene tubing

    Here's the stainless bushing version

    This is what each would look like installed in the gunwale, or in a deck lid.

    The PVC bushing would need a 3/4" hole, the stainless version would need only a 1/2" hole.
    The hook ends that Bill shows would actually retract quite a ways into the PVC bushing I think, assuming the hook's locking ring is 1/2" od.

    Good job!!!. Having access to the back of the Gunwale opens up the options.

    Got one of the rod bungees installed, using the home-made flush stainless bolts as a bushing.

    Before pic - vintage "Bass and Walleye Boat Magazine" signature rod straps are coming off!

    For a keeper, I installed a piece of nylon webbing on the outside edge of the locker lid - nothing hard or sharp poking up on deck. Also allows me to open the lid with the rods still secured, too:

    You don' need the screw together trough mount if you use a washer of some sort between the hose and inside of the fiberglass. That would make this possible for people with no back side access. I'll draw up something after work. I'm thinking like an anchor toggle or rectangle washer that would fit in the hole and the bungee would go through.

    A simpe rubber grommet might even work.

    I took a stab at your design. Came out pretty good. But I think I'm going to go with 1/8" cord. 1/4" is pretty stout. For some reason I can't post pictures very well

    I was having trouble posting pictures until I changed to Google Chrome If you take the pics with your Iphone, email it to yourself and it will give you an option to reduce the size which will also make it easier to post
