Lexan will work. I found APS at my local plastics shop and it worked good. Easy to cut and sand. For other areas I used aluminum and used the old panel as a template. Aluminum allows you to mount thinks on it.

I've used cutting board material. Easy to find at wally world or kmart - places like that. Can find in various colors. Tough stuff - have mounted electronics to the stuff including an HDS 10.

I have used plexiglass and Lexan, but if there are gauges in it or a lot of switches, or a curvature, I'd try a different material.

I went with aluminum, you can cut it with a jigsaw and sand it with a belt sanded and wont crack or bend

Low speed, fast feed when using power tools on Lexan - you want to cut vs. melt.
If you use a belt or disc sander, use a course grit and hit it little bits at a time to reduce melting.

I used Lexan and had my neighbor that works at a sign company cut it out using my old panel as a template.
They had a machine used to cut signs. He was able to cut the slots for the switches and everything.
I just used a dremmel tool for the finishing work.
