It should run seventy if everything is right.
Before you drop a dime on anything else get your motor checked out. You could be running on five right now.

Then we can discuss what it takes to make that skeet scoot.

I Have a Pro Gator 200V with a 98 225 EFI, changed from a 24P Trophy to a 25P Tempest Plus and went from 64 to 70 GPS with 2 people and full tank of full running into a 15-20 mph wind.

Grout.......what more info do you want? Its a 25P Tempest other than being balanced and blue printed, its still a 25 pitch Tempest prop, no extra cup or modifications.

I thought I read in a post of yours that it made a huge difference and you're now a believer, maybe that was someone else.

A Tempest+ has a progressive pitch and cup from Mer, since it is a surfacing prop. When you had your prop worked, all the original specs + whatever the tuner may have put in to get dialed. Balancing, just like a tire, make it turn true to its center axis, therefore utilizing all its thrust in pushing the boat most efficiently. Think what happens if you cough up a weight while off roading and get back to road speed. I have the same pitch Tempest+, but worked with extra cup in the pitch and cup in the rake to limit slip. This worked very well for my set up
