My father in law is looking at buying a rv and he has found a 2017 Shasta Oasis 18BH. I don't know anything about rv brands so my first question is this a good brand? Second is 13,995 a good price?

Shasta's are okay, but this is an aluminum sided 18' travel trailer. Many owners of units that size quickly trade up to bigger units. The price is mid-range on that trailer.
I'd rather buy a year or two old used unit that's over 25', especially if it's got a slide or two. And I'd try to avoid any aluminum sided travel trailer as they're terrible to leak in the corners--rotting out the inside and flooring.
I got rid of my 31' aluminum sided travel trailer as it just looked so bad with black streaks on the sides. Nothing will remove black streaks. And over the years, I had to rebuild both the rear end and one front corner due to leaking.
